Yes. The Affordable Care Act remains federal law and the Marketplace operates every year. The specific rules around financial help have changed over time, which is why it is worth checking your current eligibility rather than assuming it matches what you heard a few years ago.
There is no federal penalty. The federal individual mandate penalty was reduced to $0 starting in 2019. A handful of states impose their own penalty — Florida is not one of them.
